多部門聯(lián)合推動(dòng)綠色消費(fèi),構(gòu)建“智能+”消費(fèi)生態(tài)體系

綠色消費(fèi)是國(guó)合會(huì)高度關(guān)注議題之一。2013年,國(guó)合會(huì)開展了“可持續(xù)消費(fèi)與綠色發(fā)展”的課題研究。2018年,在“創(chuàng)新與可持續(xù)生產(chǎn)和消費(fèi)”課題下,國(guó)合會(huì)開展了“綠色轉(zhuǎn)型與可持續(xù)社會(huì)治理”專題政策研究。以上研究在促進(jìn)綠色消費(fèi)方面提出了諸多前瞻性、可操作性的政策建議。近日,國(guó)家發(fā)展改革委、生態(tài)環(huán)境部等二十三部門聯(lián)合印發(fā)的《關(guān)于促進(jìn)消費(fèi)擴(kuò)容提質(zhì)加快形成強(qiáng)大國(guó)內(nèi)市場(chǎng)的實(shí)施意見》體現(xiàn)了國(guó)合會(huì)的積極貢獻(xiàn)。
《關(guān)于促進(jìn)消費(fèi)擴(kuò)容提質(zhì)加快形成強(qiáng)大國(guó)內(nèi)市場(chǎng)的實(shí)施意見》,旨在進(jìn)一步改善消費(fèi)環(huán)境,發(fā)揮消費(fèi)基礎(chǔ)性作用,助力形成強(qiáng)大國(guó)內(nèi)市場(chǎng)。
《意見》提出,要加快構(gòu)建“智能+”消費(fèi)生態(tài)體系,鼓勵(lì)使用綠色智能產(chǎn)品,創(chuàng)建綠色商場(chǎng),推動(dòng)綠色消費(fèi)。
加快新一代信息基礎(chǔ)設(shè)施建設(shè)。
加快5G網(wǎng)絡(luò)等信息基礎(chǔ)設(shè)施建設(shè)和商用步伐。支持利用5G技術(shù)對(duì)有線電視網(wǎng)絡(luò)進(jìn)行改造升級(jí),實(shí)現(xiàn)居民家庭有線無線交互,大屏小屏互動(dòng)。推動(dòng)車聯(lián)網(wǎng)部署應(yīng)用。全面推進(jìn)信息進(jìn)村入戶,構(gòu)建為農(nóng)綜合信息服務(wù)體系,依托“互聯(lián)網(wǎng)+”推動(dòng)公共服務(wù)向農(nóng)村延伸。提升農(nóng)村地區(qū)寬帶用戶接入速率和普及水平,降低農(nóng)村信息網(wǎng)絡(luò)使用成本。
鼓勵(lì)線上線下融合等新消費(fèi)模式發(fā)展。
完善“互聯(lián)網(wǎng)+”消費(fèi)生態(tài)體系,鼓勵(lì)建設(shè)“智慧商店”、“智慧街區(qū)”、“智慧商圈”,促進(jìn)線上線下互動(dòng)、商旅文體協(xié)同。鼓勵(lì)有條件的城市和企業(yè)建設(shè)一批線上線下融合的新消費(fèi)體驗(yàn)館,促進(jìn)消費(fèi)新業(yè)態(tài)、新模式、新場(chǎng)景的普及應(yīng)用。
鼓勵(lì)使用綠色智能產(chǎn)品。
健全綠色產(chǎn)品、服務(wù)標(biāo)準(zhǔn)體系和綠色標(biāo)識(shí)認(rèn)證體系。以綠色產(chǎn)品供給、綠色公交設(shè)施建設(shè)、節(jié)能環(huán)保建筑以及相關(guān)技術(shù)創(chuàng)新等為重點(diǎn)推進(jìn)綠色消費(fèi),創(chuàng)建綠色商場(chǎng)。落實(shí)好現(xiàn)行中央財(cái)政新能源汽車推廣應(yīng)用補(bǔ)貼政策和基礎(chǔ)設(shè)施建設(shè)獎(jiǎng)補(bǔ)政策,推動(dòng)各地區(qū)按規(guī)定將地方資金支持范圍從購置環(huán)節(jié)向運(yùn)營(yíng)環(huán)節(jié)轉(zhuǎn)變,重點(diǎn)支持用于城市公交。大力推進(jìn)“智慧廣電”建設(shè),推動(dòng)居民家庭文化消費(fèi)升級(jí)。加快發(fā)展超高清視頻、虛擬現(xiàn)實(shí)、可穿戴設(shè)備等新型信息產(chǎn)品。鼓勵(lì)企業(yè)利用物聯(lián)網(wǎng)、大數(shù)據(jù)、云計(jì)算、人工智能等技術(shù)推動(dòng)各類電子產(chǎn)品智能化升級(jí)。加快完善機(jī)動(dòng)車、家電、消費(fèi)電子產(chǎn)品等領(lǐng)域回收網(wǎng)絡(luò)。各地區(qū)結(jié)合實(shí)際制定獎(jiǎng)勵(lì)與強(qiáng)制相結(jié)合的消費(fèi)更新?lián)Q代政策,鼓勵(lì)企業(yè)開展以舊換新,合理引導(dǎo)消費(fèi)預(yù)期。促進(jìn)機(jī)動(dòng)車報(bào)廢更新,加快出臺(tái)報(bào)廢機(jī)動(dòng)車回收管理辦法實(shí)施細(xì)則,嚴(yán)格執(zhí)行報(bào)廢機(jī)動(dòng)車回收拆解企業(yè)技術(shù)規(guī)范,完善農(nóng)機(jī)報(bào)廢更新實(shí)施指導(dǎo)意見。促進(jìn)汽車限購向引導(dǎo)使用政策轉(zhuǎn)變,鼓勵(lì)汽車限購地區(qū)適當(dāng)增加汽車號(hào)牌限額。
大力發(fā)展“互聯(lián)網(wǎng)+社會(huì)服務(wù)”消費(fèi)模式。
促進(jìn)教育、醫(yī)療健康、養(yǎng)老、托育、家政、文化和旅游、體育等服務(wù)消費(fèi)線上線下融合發(fā)展,拓展服務(wù)內(nèi)容,擴(kuò)大服務(wù)覆蓋面。探索建立在線教育課程認(rèn)證、家庭醫(yī)生電子化簽約等制度,支持發(fā)展社區(qū)居家“虛擬養(yǎng)老院”。鼓勵(lì)以高水平社會(huì)服務(wù)機(jī)構(gòu)為核心,建立面向基層地區(qū)、欠發(fā)達(dá)地區(qū)、邊遠(yuǎn)地區(qū)的遠(yuǎn)程在線服務(wù)體系。

"Green consumption" has been a topic of significant concern for the China Council for International Cooperation on Environment and Development (CCICED). In 2013, the CCICED launched a Task Force on "Sustainable Consumption and Green Development". In 2018, under the Task Force on Innovation, Sustainable Production, and Consumption, the CCICED conducted a Special Policy Study (SPS) on "Green Transition and Sustainable Social Governance". These researches resulted in many forward-looking and feasible policy recommendations on promoting green consumption. On March 13, the National Development and Reform Commission (NDRC), the Ministry of Ecology and Environment (MEE), and 21 other departments jointly issued the "Opinions on Promoting Higher Quality and an Expansion of Capacity in the Consumer Sector and Foster a Robust Domestic Market", which reflects the positive contribution of the CCICED.
China is taking steps to boost consumption, such as improving consumer market supply and speeding up the construction of a smart consumption ecosystem, in a key move to foster steady growth in the economy, according to the country's top economic regulator.
The country on March 13 announced 19 measures to help promote higher quality and an expansion of capacity in the consumer sector and foster a robust domestic market, according to a document jointly released by the National Development and Reform Commission and 22 other departments.
The NDRC said in a statement that the new move is part of the country's larger drive to fight the COVID-19 outbreak and inject new impetus to economic growth. It also said it is necessary to cultivate new types of consumption and foster consumption upgrading.
New measures include encouraging areas that
have restrictions on car purchases to increase the number of car plates as appropriate,
accelerating the construction of 5G networks and their commercial use,
prompting the growth of both online and offline consumption, increasing residents' income,
expanding imports,
further increasing the supply of high-quality goods in the domestic market and setting up more duty-free shops.
Experts said the new moves will better satisfy people's increasing demand for high-quality products and services, accelerate consumption upgrading and foster new sources of economic growth.
"Currently, Chinese people are ushering in an era of consumption upgrades that attached more importance to development and enjoyment, providing strong support to create a robust domestic market," said Wang Yun, director of the consumption office of the economics institute at the China Academy of Macroeconomic Research.
"The coronavirus epidemic will not change the trend of consumption upgrades and people's desire for a better life. The new document is sending a positive signal to boost consumption and implement a series of targeted measures, which will effectively bolster consumer confidence and boost their spending."
Wang highlighted the new measures, such as building a smart consumption ecosystem, saying it will help promote both industrial and consumption upgrades and foster high-quality development.
Those new economic growth points include smart cars, ultra-high-definition videos, virtual reality, wearable devices, 5G-enabled information services, green energy-saving products, online health services, online education and more kinds of smart services and products, Wang said.
In fact, consumer purchases remain the main driver of economic growth, contributing nearly 60 percent of China's growth in 2019, the National Bureau of Statistics said.
To maintain stable economic growth, China is ramping up efforts to bolster domestic consumption. On March 13, the Ministry of Industry and Information Technology unveiled the latest list of new energy cars that are exempted from taxes on car purchases, including the Tesla Model 3.
Wang Qiang, an associate professor at the Business School of Renmin University of China, said China is actively taking a series of measures to stabilize the level of consumer purchases and unleash the public's consumption potential, which will help ease market concerns about the epidemic's impact on the consumer market.
"Although we are experiencing a period of epidemic prevention and control, expanding consumption has become an urgent need for China's economic development," Wang added. "More efforts are also needed to foster a better business environment, accelerate the transformation of government functions, streamline administration and delegate power to the lower levels and conduct regular policy evaluations."
