IAPA將在 “一帶一路”中蒙俄走廊生態(tài)安全評(píng)估及對(duì)策研究項(xiàng)目中發(fā)揮重要作用
“國(guó)際自然保護(hù)地聯(lián)盟（IAPA）是由世界各國(guó)自然保護(hù)地管理機(jī)構(gòu)組成的國(guó)際交流協(xié)作平臺(tái)，作為“中蒙俄走廊項(xiàng)目”合作單位之一，已在“一帶一路”中蒙俄走廊區(qū)域建立起自然保護(hù)地網(wǎng)絡(luò)，將帶動(dòng)各保護(hù)地就走廊生態(tài)安全問(wèn)題共同開(kāi)展研究監(jiān)測(cè)。聯(lián)盟保護(hù)地成員單位將在項(xiàng)目中發(fā)揮重要作用，將開(kāi)展聯(lián)合野外調(diào)查，進(jìn)行生態(tài)、社會(huì)經(jīng)濟(jì)現(xiàn)狀歷史信息收集，并初步分析建立相關(guān)監(jiān)測(cè)體系和規(guī)范等。項(xiàng)目將對(duì)這些保護(hù)地進(jìn)行監(jiān)測(cè)培訓(xùn)，推動(dòng)保護(hù)地跨區(qū)域的監(jiān)測(cè)協(xié)作。IAPA的監(jiān)測(cè)協(xié)作工作組和跨界合作工作組也將積極參與項(xiàng)目，分別就監(jiān)測(cè)協(xié)作和跨界合作給項(xiàng)目提供支持和幫助(點(diǎn)此了解IAPA工作組)。”
“The International Alliance of Protected Areas (IAPA) is an international communication and cooperation platform consisting of protected area (PA) management organizations. As a partner of the CMRC Project, it has established a PA network along the CMRC in the B&R region. It will promote these PAs to carry out research and monitoring on ecological security of the corridor. IAPA members will play an important role in the project. IAPA members will carry out joint field survey, collect historical information of ecological and socio-economic status, and establish monitoring systems and standards. The project will provide monitoring training to these PAs and promote monitoring collaboration among PAs. IAPA Monitoring Collaboration Working Group and Transboundary Cooperation Working Group will also actively participate in the project, providing support and assistance to the project (Learn about IAPA working groups here).”

6月16日，“一帶一路”國(guó)際科學(xué)組織聯(lián)盟（ANSO）圍繞“一帶一路”中蒙俄走廊生態(tài)安全評(píng)估及對(duì)策研究（簡(jiǎn)稱中蒙俄走廊項(xiàng)目）開(kāi)展了研討會(huì)。會(huì)議主要對(duì)中蒙俄走廊項(xiàng)目做了介紹，并討論確定了2020年工作計(jì)劃。共有18名與會(huì)者，包括ANSO秘書處和來(lái)自中國(guó)、蒙古、俄羅斯和哈薩克斯坦的主要合作伙伴出席了本次會(huì)議。
On June 16，Alliance of International Science Organizations (ANSO) held a seminar on the theme of Research on Ecological Security Assessment and Countermeasures along the China-Mongolia-Russia Corridor in the Belt and Road Region (CMRC Project). The meeting introduced the CMRC research and discussed the 2020 work plan. A total of 18 participants, including ANSO Secretariat and major partners from China, Mongolia, Russia and Kazakhstan attended the meeting.

疫情防控期間，會(huì)議采取了線上方式進(jìn)行。國(guó)際動(dòng)物學(xué)會(huì)主席張知彬先生、中蒙俄走廊項(xiàng)目負(fù)責(zé)人主持了會(huì)議。ANSO秘書處執(zhí)行主任曹京華以“推動(dòng)科技創(chuàng)新、促進(jìn)國(guó)際合作、致力造福全球”為主題發(fā)表了講話，對(duì)ANSO做了全面介紹；國(guó)際自然保護(hù)地聯(lián)盟（IAPA）首席科學(xué)家解焱女士介紹了“中蒙俄走廊項(xiàng)目”；全體參會(huì)人員共同討論確定了今年的工作計(jì)劃。
During the epidemic prevention and control period, the meeting was conducted online. Prof. Zhibin Zhang, President of International Society of Zoological Sciences (ISZS) and Project leader of CMRC chaired the meeting. Prof. Jinghua Cao, Executive Director of ANSO Secretariat, delivered a speech on the topic of “Promoting International Cooperation in Science and Innovation for Global Benefits” and comprehensively introduced ANSO and its recent achievements. Dr. Yan Xie, Chief Scientist of International Alliance of Protected Areas (IAPA) introduced the CMRC Project. Then, all participants discussed and reached an agreement on the work plan in 2020.
ANSO資助的“中蒙俄走廊項(xiàng)目”，擬開(kāi)展中蒙俄走廊生態(tài)監(jiān)測(cè)與安全評(píng)估研究，旨在為促進(jìn)“一帶一路”沿線國(guó)家、地區(qū)的生態(tài)環(huán)境保護(hù)與合作提供科學(xué)依據(jù)。本項(xiàng)目將由國(guó)際動(dòng)物學(xué)會(huì)，依托中國(guó)科學(xué)院動(dòng)物研究所、國(guó)際自然保護(hù)地聯(lián)盟及其相關(guān)自然保護(hù)地成員單位（包括中國(guó)、俄羅斯、蒙古和哈薩克斯坦四個(gè)國(guó)家）以及俄羅斯、蒙古和哈薩克斯坦科學(xué)院相關(guān)研究所實(shí)施。項(xiàng)目將在3年時(shí)間內(nèi)，完成對(duì)中蒙俄走廊關(guān)鍵區(qū)域的大型獸類、鳥(niǎo)類和小型獸類及其相關(guān)疾病發(fā)生和傳播歷史數(shù)據(jù)的收集、現(xiàn)狀調(diào)查及生態(tài)風(fēng)險(xiǎn)評(píng)估。建立中蒙俄走廊的生態(tài)基底信息庫(kù)，分析氣候變化和人類活動(dòng)對(duì)其生態(tài)環(huán)境、疾病傳播風(fēng)險(xiǎn)及珍稀瀕危動(dòng)物保護(hù)的潛在影響，提出生態(tài)保護(hù)和風(fēng)險(xiǎn)防范的對(duì)策和建議，建立生態(tài)監(jiān)測(cè)和評(píng)估體系和規(guī)范，提升當(dāng)?shù)厣鷳B(tài)監(jiān)測(cè)能力，宣傳“一帶一路”發(fā)展理念和精神，護(hù)航“一帶一路”綠色發(fā)展。
The CMRC Project is funded by ANSO and ISZS, to carry out ecological monitoring and biosafety assessment research along the CMRC in the B&R region. The project will be led by ISZS, cooperating with the Institute of Zoology, Chinese Academy of Sciences (IOZ/CAS), IAPA and its related protected area member organizations (including China, Russia, Mongolia, and Kazakhstan) and relevant institutions of the Russian, Mongolian, and Kazakhstan Academy of Sciences. The project will complete the historical data collection and field survey of some large mammals, birds, small mammals and their borne diseases in key areas of the CMRC within 3 years (2020-2022). Major activities include conducting survey and ecological risk assessment, establishing the ecological baseline information database of the CMRC, analyzing the potential impact of climate change and human activities on its ecological environment and ecological risks, proposing ecological conservation and risk prevention countermeasures and recommendations, establishing ecological monitoring and assessment systems, improving local ecological monitoring capabilities, and promoting the development philosophy and spirit of Belt and Road Initiative (BRI) and escorting B&R green development.

與會(huì)者參照項(xiàng)目總體計(jì)劃共同制定了近期工作任務(wù)：
1. 制定每個(gè)國(guó)家的動(dòng)物種類清單、數(shù)據(jù)格式（物種名、數(shù)量、地點(diǎn)、時(shí)間）和提交時(shí)間表；
2. 制定達(dá)斡爾地區(qū)實(shí)地調(diào)查計(jì)劃，包括調(diào)查地點(diǎn)、時(shí)間、人員、調(diào)查內(nèi)容和預(yù)算等；
3. 與中蒙俄走廊沿線的自然保護(hù)地建立合作伙伴關(guān)系，并邀請(qǐng)它們參與本項(xiàng)目；
4. 了解達(dá)斡爾等地區(qū)跨界合作的現(xiàn)狀，制定本項(xiàng)目可推動(dòng)該跨界合作的活動(dòng)計(jì)劃；
According to the overall plan of the project, participants jointly formulated the short-term tasks:
1. Develop the species list and data sheet (species name, abundance, site, date) to be collected by each country and the timeline of submission；
2. Develop the field survey plan in the Daur Region including survey location, timeline, personnel, survey content and budget, etc.
3. Establish a partnership with protected areas along the CMRC and invite them to participate in the project;
4. Review the current status of transboundary cooperation in the Daur region and others, action plan should be formulated by the project to promote more cooperation.
